Answer: my largest silver was in a 125 .... way to small and stunted... and was about 15 inches long. That was awhile ago and i know better now. It really isnt recommended to keep silver arowanas in anything smaller than 300 gallons for adults. The largest silver i ever saw was about 25-28 inches long. Yes...they dont get as large as their wild counter parts, but still ... they will achieve great lengths in home aquaria and still needs larger tanks. im actually planning on my newest tank which is going to be an acyrilic 525 gallon for my "special arowana" if you catch my drift. Anyway, remember that siver arowanas have a fast growth rate for its first year. in the best conditions, i believe around 12-14 inches in its first year. then it does slow down. So really if u have had it for about 1 year, and at 16. then that seems normal and not stunted.
